If you run a small business or sell services abroad from India, MSME registration is free on the official Udyam portal with your Aadhaar OTP and PAN. You upload no documents, get your Udyam Registration Number when you submit, and never renew it; the e-certificate generally follows within 2 to 3 days.
How to register MSME: key takeaways
- Register only on udyamregistration.gov.in or its listed official addresses. The government charges nothing, and no private agent is authorised to register you.
- Your size depends on both investment and turnover. Since 1 April 2025, a micro enterprise can invest up to ₹2.5 crore and sell up to ₹10 crore a year.
- Export turnover is left out when your size is worked out, so many exporters stay micro or small and keep the stronger benefits.
- The main gain for micro and small suppliers is the 45-day payment rule, and it covers only supplies made after your registration date. Register before your first invoice.
- Registration never expires, but your yearly tax data must stay current. A business that does not update its details can face suspension.

What Is MSME Registration, and Is It Mandatory?
MSME registration is the free online process that records your business as a micro, small or medium enterprise with the Ministry of MSME. Since 1 July 2020, it is called Udyam registration, and its proof is the Udyam Registration Certificate.
In simple terms, the MSME registration meaning is official recognition of your business size. Banks, buyers and government offices use it to decide whether MSME rules and schemes apply to you.
The name has changed twice, which is why searches mix up the terms:
| Period | System | Status now |
|---|---|---|
| 2006 to 2015 | EM-II, filed with the District Industries Centre | No longer valid; move to Udyam |
| 2015 to June 2020 | Udyog Aadhaar Memorandum (UAM) | Valid only until 30 June 2022 |
| From 1 July 2020 | Udyam registration | The only current system |
Is MSME registration mandatory? No. Under the 2006 MSMED Act, only medium manufacturers had to file. Micro and small units, and medium service firms, could choose.
The MSMED (Amendment) Act, 2026, signed in August 2026 and being brought into force in stages from October 2026, makes it free and voluntary for every MSME.
In practice, you need it whenever you want MSME treatment:
- Filing a delayed-payment case on the MSME ODR portal, which only micro and small firms with a valid Udyam number can do
- Bidding for tenders with MSE benefits, on GeM or elsewhere
- Getting a loan with CGTMSE cover, since your lender must enter your Udyam number
- Joining a large buyer's vendor list, where the Udyam number is often a required field
MSME registration is not a business licence. It does not create your firm, and it does not replace GST, a shop and establishment licence or any trade licence your state requires.
Who Can Register: MSME Limits From 1 April 2025
Any business that makes goods, provides services or trades can register, in any legal form, if it stays within the medium limits. The test uses two numbers: investment in plant and machinery or equipment, and turnover.
That includes freelancers and consultants. A designer, developer or writer billing clients registers as a sole proprietor under services, with the NIC code for their work.
| Category | Investment up to (old → new) | Turnover up to (old → new) |
|---|---|---|
| Micro enterprise | ₹1 crore → ₹2.5 crore | ₹5 crore → ₹10 crore |
| Small enterprise | ₹10 crore → ₹25 crore | ₹50 crore → ₹100 crore |
| Medium enterprise | ₹50 crore → ₹125 crore | ₹250 crore → ₹500 crore |
The new limits apply from 1 April 2025. Many guides still show the old ones, so check the date before you rely on a table.
If you sit close to a limit, work through examples for each category before you register.
How the composite criteria work
These are composite criteria. You move up a category if you cross either limit. You move down only when you fall below both.
Here is a worked example. An IT services exporter has ₹3 crore in equipment and ₹14 crore in total sales, of which ₹6 crore is export turnover.
- Counted turnover is ₹8 crore, because exports are left out. That is within the micro limit.
- Investment is ₹3 crore, which is above the ₹2.5 crore micro limit.
- Result: a small enterprise. One number over the line is enough.
Two points decide what counts:
- Investment: all tangible assets except land, buildings, furniture and fittings. Pollution control, research and development, and safety equipment are left out. The figure comes from your ITR.
- Turnover: taken from your GST and ITR data through your PAN, minus exports.
Getting paid from abroad: keep proof of every foreign payment. With Xflow, you can download an eFIRA (electronic Foreign Inward Remittance Advice) within 24 hours of every withdrawal, at no extra cost.
A new business with no ITR yet gives a self-declaration of its investment. That relaxation lasts until 31 March of the financial year in which it files its first ITR.
Who cannot register, and the trader rule
Some activities cannot get Udyam registration at all:
- Crop farming and general agriculture (NIC 01), except listed allied work such as poultry hatcheries, egg production, bee-keeping, silk worm rearing, cotton ginning and seed processing
- Forestry and logging (NIC 02), and fishing and aquaculture (NIC 03)
- Households employing domestic staff or producing for their own use (NIC 97 and 98), and foreign embassies or bodies (NIC 99)
Retail and wholesale trade can register since July 2021, but the benefit is limited to priority sector lending. Traders do not get the 45-day payment protection or tender benefits.
On the form, a trader picks Services as the Major Activity, then a retail or wholesale trade NIC code.
Who enters the Aadhaar: MSME registration for partnership firm, company and others
The Aadhaar used depends on your business type. Every type except a sole proprietor also needs the business's own PAN.
| Business type | Whose Aadhaar | Whose PAN |
|---|---|---|
| Sole proprietorship | The proprietor | The proprietor's own PAN |
| Partnership firm | The managing partner | The firm's PAN |
| Hindu Undivided Family (HUF) | The karta | The HUF's PAN |
| Company, LLP, co-operative, society or trust | An authorised signatory | The entity's PAN, plus GSTIN where GST applies |
For a partnership firm, the most common MSME registration error is entering a partner's personal PAN. Use the firm's PAN, or the turnover data will be wrong.
One business gets one registration. If you run several units or activities under the same PAN, add them all to that one certificate.
MSME Registration Process: 6 Steps on the Udyam Portal
The MSME registration process takes six steps on the Udyam portal: verify Aadhaar, verify PAN, fill one form, pick your NIC code and confirm with an OTP. With your bank details, NIC code and investment figure ready, you can finish it in one go.
Here is how to apply for MSME registration online, using the screen names you will see:
- Open udyamregistration.gov.in and click "New Registration", under "For New Entrepreneurs who are not Registered yet as Micro, Small & Medium".
- Enter the Aadhaar number and name exactly as printed, then click "Validate & Generate OTP". Type the OTP sent to the mobile linked to that Aadhaar and validate it.
- Pick your Type of Organisation, such as Proprietary, Partnership, Private Limited Company or LLP. Enter the PAN and click "PAN Validate", then say whether you filed last year's ITR and whether you hold a GSTIN.
- Fill the form: mobile, email, business name, units and address, start dates, bank details, social category, staff numbers and your District Industries Centre. Old EM-II or UAM holders enter that number too.
- Choose your Major Activity, Manufacturing or Services (traders pick Services), then your NIC code. Click "Add Activity" for each line of work you bill for.
- Answer the yes or no questions on joining GeM and TReDS, accept the declaration and click "Submit & Get Final OTP". Enter that OTP to finish.
Step 3, the PAN
a firm, company or LLP uses its own PAN, never a partner's or director's. After "PAN Validate", the portal shows investment and turnover fetched from your ITR and GST data.
If a figure looks wrong, the error sits in the return you filed, so correct the return rather than fight the form.
Step 4, three fields people get wrong
the name as per PAN is filled in and fixed, though the enterprise name can be edited. The District Industries Centre must be the one for your district. The bank account should be in the business's name.
Step 5, the NIC code
either pick the 2-digit, then 4-digit, then 5-digit code from the drop-downs, or click "Search NIC Code in Lesser Steps" and type a plain word.
A partnership firm stitching shirts can search "garments" and pick 14101, the 5-digit code for making textile garments.
Step 6, what you see
your Udyam Registration Number, in the form UDYAM-XX-00-0000000, appears on screen once the final OTP is accepted. Screenshot it or write it down at once; the e-certificate follows online.
The two most common stops are an OTP that never arrives and a PAN name that does not match; the errors table below has the fix for each.
Stuck on a particular field? Go through the form field by field, with the entry each one expects.
Other routes if the standard one does not fit
| Your case | Route |
|---|---|
| Old Udyog Aadhaar holder | "UAM Migration to Udyam" on the home page, with an OTP to the mobile or email on your UAM |
| Informal micro unit outside GST and income tax | Udyam Assist Platform, through a designated agency such as your bank, NBFC or microfinance lender; for priority sector lending only |
| No Aadhaar | Visit your District Industries Centre or an MSME Champions control room with your Aadhaar enrolment slip or a photo ID |
| Need help with the form | Ask your District Industries Centre or a government single window office; help is free |
MSME Registration Documents: What You Need and What You Do Not
MSME registration documents are not uploaded at all: you only type in details from your Aadhaar, PAN, GSTIN if you have one, and bank account.
The portal states that no documents or proof are required to be uploaded, though an official can ask to see records later.
Many sites list paperwork the portal never asks for. Use this table for the form itself; the papers banks and buyers want later are a different list:
| You need | You do not need |
|---|---|
| Aadhaar number, with its linked mobile at hand for the OTP | Scans or photos of any document |
| PAN: personal for a proprietor, the entity's for everyone else | Partnership deed, MOA or incorporation papers |
| GSTIN, only if GST law requires you to register | GST registration if you are below the GST limit |
| Bank account number and IFSC | Cancelled cheque or bank statement |
| NIC code, staff numbers and start dates | Sale or purchase bills, machinery bills |
| Investment figure (self-declared if you have no ITR yet) | Address proof, rent agreement or CA certificate |
Before you start, run this quick checklist:
- Your Aadhaar is linked to a mobile you have with you.
- The name on your PAN matches your Aadhaar spelling.
- You know your 5-digit NIC code for each activity.
- You have your latest ITR figures, or a fair estimate for a new business.
- Exporters: keep your IEC handy so it matches your records.
MSME Registration Fees: Free, and How to Spot a Fake Site
MSME registration fees are zero. The government charges nothing for registering, printing the certificate, updating or cancelling, so MSME registration is free from start to finish.
The problem is the search results. In our check of the first two Google pages in October 2026, about half the results sold registration.
Visible prices ran from ₹498 to ₹3,999, and several sites hid the price until after you entered your details.
Some of these sites copy the official form, field labels included. Several ask you to share the Aadhaar OTP sent to your mobile, so they can file for you.
In September 2022, PIB Fact Check flagged a lookalike site that asked for ₹2,700 to print the certificate.
The official MSME registration website opens at any of these addresses, as listed on the portal's own site highlights page:
- udyamregistration.gov.in, udyam.gov.in and msmeregistration.gov.in
- udyamregistration.com, .in, .co.in, .biz, .org and .info
Any other MSME registration portal is private. Three quick checks protect you:
| Warning sign | What it means |
|---|---|
| The page asks for payment | Not official; the government charges nothing |
| Someone asks you to share your Aadhaar OTP | Stop; the OTP gives access to your filing |
| The page says "consultancy fee" or "not affiliated" | A private agent, even if the form looks official |
If you were charged or misled, complain through MSME Champions, the Ministry's grievance portal, or call or WhatsApp the portal helpline on +91 8308809334 (Monday to Friday, 10 am to 6 pm).
If an agent already registered you, log in yourself and check every detail.
After You Submit: MSME Registration Number, Certificate, Login and Status
Your MSME registration number appears the moment you submit, and the e-certificate is then issued online. You print it from the portal yourself, and it carries a QR code anyone can scan.
What the Udyam Registration Number means
The number has 19 characters in the format UDYAM-XX-00-0000000. The letters are a state code, the next two digits are usually a district code, and the last seven are a serial number.
The portal calls it a "19 digit" number, but only nine characters are digits, so a 16-digit number is not a Udyam number.
When you get the MSME registration certificate
The law says the certificate is issued online when registration is complete. The Ministry's Champions FAQ adds that it generally takes 2 to 3 days when PAN and GST details are used.
You download it yourself from the portal; it does not arrive by email.
- Open "Print/Verify" and choose "Print Udyam Certificate".
- Enter your Udyam number and the mobile number you registered with.
- Choose OTP on mobile or email, and type the case-sensitive code shown.
- Enter the OTP and click "Validate OTP & Login".
- Print the certificate, or save it as a PDF from your browser.
Not there after three working days? Call or WhatsApp +91 8308809334, Monday to Friday, 10 am to 6 pm, with your Udyam number.
The certificate shows your enterprise name, your category for each year, main activity, social category, address, start and registration dates, NIC codes and your District Industries Centre.
It needs no signature, and its QR code links to your record on the portal, which is how a buyer can check that a certificate is genuine.
MSME registration login, check and status
| You want to | Where on the portal | You need |
|---|---|---|
| Log in to update or cancel | "Update/Cancel Udyam Registration", or Login then "Udyami Login" | Udyam number, registered mobile, OTP and the case-sensitive on-screen code |
| Print the certificate | Print/Verify, then "Print Udyam Certificate" | The same login details as above |
| Check a number is real | Print/Verify, then "Verify Udyam Registration" | The number and the on-screen code; no OTP |
| Find a lost number | "Forgot Udyam/UAM Number" | Registered mobile or email |
For MSME registration status, there is no pending queue to track. If you have a Udyam number, you are registered. To run an MSME registration check on a supplier, use the verify option or scan their QR code.
MSME registration update and renewal
There is no MSME registration renewal. The registration stays valid for life, but you must keep it current. ITR and GST data flow in each year and your category is reworked from them.
Address, bank, unit and activity changes are yours to make.
To make an MSME registration update:
- Open "Update/Cancel Udyam Registration".
- Log in with your Udyam number, registered mobile, an OTP and the case-sensitive code.
- Open the section you need to change, such as address, bank, units or NIC codes, and edit it.
- Save and confirm with the final OTP.
- Download a fresh certificate so the copy you share is current.
Do a yearly check after you file your ITR. A move to a lower category applies from 1 April of the next financial year.
When you grow into a bigger category, you keep the non-tax benefits of your old category for three years from the date you move up.
If you do not update when asked, your MSME status can be suspended. To check, run your own number through "Verify Udyam Registration". If something looks wrong, your District Industries Centre can help, but changes go through your login.
Common MSME Registration Errors and How to Fix Them
Most failed attempts come from data mismatches between your Aadhaar, PAN and GST records, not from the portal itself. Fix the source record first, then try again.
| Error or problem | Likely cause | Fix |
|---|---|---|
| OTP does not arrive | Aadhaar not linked to this mobile | Update the mobile at an Aadhaar centre, then retry |
| PAN name mismatch | Spelling differs from Aadhaar | Correct the PAN or Aadhaar record first |
| "You must Agree Declarations" | A consent box left unticked | Tick the consent and try again |
| "Registration with this Mobile No. has already done 5 times" | That mobile was used for five registrations | Use the business owner's own mobile and email |
| Date rejected | A current or future date, or a start date before incorporation | Enter past dates, with incorporation first |
| "Already registered" | The PAN has a Udyam number already | Use "Forgot Udyam/UAM Number" and update that record |
| Wrong turnover shown | Personal PAN used for a firm | Register under the firm's PAN |
| Wrong category later | Old ITR or GST data | File pending returns, then check the next update |
| Buyer rejects your activity | NIC code too broad | Add the right 5-digit codes by update |
| Still stuck after these fixes | A data issue the form cannot clear | Your DIC, champions@gov.in, or +91 8308809334 (Monday to Friday, 10 am to 6 pm) |
MSME Registration Benefits, and the Law Behind Each
The main MSME registration benefits are faster payment from buyers, easier loans and an edge in government buying. Most apply to micro and small enterprises; traders get priority sector lending only.
| Benefit | What you get | Who qualifies |
|---|---|---|
| 45-day payment rule | MSMED Act: payment within the agreed term, up to 45 days (15 if none agreed); compound interest at three times the bank rate | Micro and small, not traders; supplies after registration |
| Dispute route | File new delayed-payment claims on the MSME ODR portal, which replaced Samadhaan for new cases | Same as above |
| Buyer tax push | Business buyers deduct the expense that year only if they pay you on time; otherwise it moves to the year they pay | Micro and small, not traders |
| Invoice finance | Sell invoices on TReDS; under a 30 June 2026 notification, central public sector buyers settle MSME invoices through it, while discounting stays your choice | MSME sellers |
| Loans | Priority sector lending and CGTMSE guarantee cover. No collateral on bank loans up to ₹20 lakh sanctioned or renewed from 1 April 2026 | PSL for all, collateral rule for micro and small |
| Government buying | Free tender documents and no EMD under the Public Procurement Policy; central buyers aim for 25% from micro and small enterprises, including on GeM | Micro and small, not traders |
| State schemes | Extra state help, such as Tamil Nadu's 25% capital subsidy on machinery or Gujarat's electricity duty exemption | Mostly manufacturers; check your state industries department |
| Trademark fee | Half the online filing fee: ₹4,500 instead of ₹9,000 per class | Micro and small |
At the 5.75% RBI Bank Rate set in October 2026, late-payment interest works out to 17.25% a year, compounded monthly.
Three of these need action from you to claim:
- 45-day rule: print your Udyam number on every invoice and agree a payment term of 45 days or less. If a buyer pays late, file on the MSME ODR portal with your invoices, proof of delivery and the buyer's details.
- CGTMSE cover: there is no form for you to file. Ask your lender to cover the loan under CGTMSE; the lender applies using your Udyam number.
- Government tenders: register as a seller on GeM and add your Udyam number to your profile, so tenders show your MSE status and the EMD and fee waivers apply.
If you export goods or services
Exporters gain one more benefit: export turnover is left out of your size test, so you stay in a smaller band for longer. Keep your IEC details current, and a FIRA for each foreign payment as export proof.
Independent professionals, sole proprietorships, partnerships, LLPs and companies in India that export goods or services can apply for Xflow, subject to its terms. Every international transaction gets an eFIRA within 24 hours.
What a Registered MSME Must Keep Doing
After registration, your main job is to keep tax data current and invoice in a way that lets you claim the payment rules. There are no annual fees or returns to the Ministry.
- File ITR and GST returns on time, since your category comes from them.
- Print your Udyam number on invoices and share the certificate with buyers before you supply.
- State a payment term of 45 days or less in your contracts.
- Recheck your category each April, when new figures apply.
- Cancel through your login if you close the business.
Company buyers carry a duty too. Companies that owe micro or small suppliers for more than 45 days must file MSME Form 1 by 31 October and 30 April. A buyer who knows this tends to pay registered suppliers faster.
Frequently asked questions
Go to the Udyam portal and register with your Aadhaar OTP and PAN. There is no fee, and you do not upload any documents. The steps are the same as the ones above.
Yes. A freelancer registers as a sole proprietor under services, using their own Aadhaar and PAN and the NIC code for their work.
GST is needed only if GST law already requires you to register, and export earnings are left out of turnover.
Before you raise your first invoice to a business buyer. The 45-day payment rule covers only supplies made after your registration date, so earlier invoices get no protection.
Not for a new address, bank account or activity; update those through your login. If a proprietorship becomes a company or LLP, the new entity has its own PAN, so it needs a fresh registration.
Then cancel the old one through "Update/Cancel Udyam Registration" with an OTP.
Yes. Export turnover is left out of your size test, and the certificate supports bank KYC. In practice, the 45-day rule binds buyers in India.
