MSME Registration Charges and Fees Explained, State by State

Registered for free? Keep your export costs low too

Collect payments from clients abroad at the mid-market rate, with an eFIRA on every transaction.

MSME registration charges come down to a single number on the official Udyam Registration Portal: the government fee is Rs 0. There is no application charge, no processing charge and no certificate fee.

Because the registration never expires, you also never pay to renew it or to keep your MSME status active.

Consultants, agents and look-alike websites do charge for it, usually somewhere between Rs 499 and Rs 2,500. Paying them is optional. They only fill in a form you can complete yourself in a few minutes with your Aadhaar and PAN.

Below you will find what MSME registration charges really are: what is genuinely free, what consultants commonly quote and what that buys, the real costs that can follow registration such as a trademark or ZED certification, and how to tell the official portal from a paid look-alike.

MSME registration cost breakdown by state, with official websites

MSME registration charges are the same wherever your business sits. Udyam registration is one national scheme run on a single portal, udyamregistration.gov.in, so the government fee is Rs 0 in every state and union territory.

The government fee is Rs 0 in every state, and everyone registers on the same national portal, udyamregistration.gov.in. The portal lists no state-level fee.

City searches such as Chennai, Bengaluru or Hyderabad turn up local pages, but they all point to the same portal and the same Rs 0 fee. For free help in person, you can use a District Industries Centre (DIC) or the Ministry of MSME's own MSME Development and Facilitation Office (MSME-DFO) in your region. Before you go, check whether you are eligible for MSME registration.

Use these two central sites to register or find help:

  • Register anywhere in India: the Udyam Registration Portal at udyamregistration.gov.in, the only site that issues a Udyam certificate, free of cost.
  • Find your nearest MSME-DFO: the Ministry of MSME office directory at dcmsme.gov.in, which lists the MSME-DFO addresses by state.

MSME registration fees that consultants charge and what you get

If a consultant has quoted you a figure, here is how to judge it. The MSME registration fees that agents charge are their own service charge, not a government cost.

They are commonly quoted from about Rs 499 at the low end to around Rs 1,000 to Rs 2,500 for a fuller package, and a few quotes run to about Rs 3,000. All of it is optional.

A paid service usually does the following, and each step is something you can do yourself for free on the portal:

What the fee typically coversHow you do the same for free
Filling in the Udyam formThe form takes a few minutes with your Aadhaar and PAN
Choosing your activity (NIC) codeYou pick the NIC code from the portal's own list as you apply
Downloading and sending the certificateYou download it from the Print / Verify menu
Later changes or correctionsYou update your own record through the portal login

None of this needs a paid agent. Before you start, check that you are eligible and gather the MSME registration documents you need, both of which you can sort out yourself at no cost.

To do it yourself, our free MSME registration guide walks through each step on the portal.

Costs that come after registration, from trademark to GST

Udyam registration itself stays free for life, so MSME registration charges end at Rs 0, but a few things businesses often do next carry a fee.

None of these is part of Udyam and none is compulsory; they are separate choices with their own costs, set out below.

Step after registrationWhat it costsNotes
Trademark (brand name or logo)Rs 4,500 per class, e-filedRs 9,000 per class for other applicants
ZED certification (Bronze)Rs 10,000 before subsidySilver Rs 40,000, Gold Rs 90,000
GST registrationVaries by preparerApplied for on the government GST portal

Trademarks are filed with IP India, the Office of the Controller General of Patents, Designs and Trade Marks. The Rs 4,500 per-class rate applies to individuals, start-ups and small enterprises.

Check the definition on the IP India fee page to see which group your business falls in. The fee is per class and per mark.

ZED certification is a separate, optional quality scheme. The certification fee is heavily subsidised: micro units get 80% off, small units 60% and medium units 50%, with extra support for women-owned units.

A Bronze certificate's Rs 10,000 fee can therefore fall to very little, and down to nothing if you use the Rs 10,000 joining reward within a year of taking the ZED Pledge.

GST registration is a different government process, needed only if your turnover or activity requires it.

The GST portal does not publish a separate registration fee, so any amount a consultant quotes you for it is their service charge rather than a government cost.

MSME certificate fees for download, print and renewal

There are no MSME certificate fees, and no Udyam certificate fees, on the official portal.

Once your registration is approved, the Udyam certificate is issued online, carries a QR code that opens your enterprise details when scanned, and can be printed or downloaded free from the Print / Verify menu whenever you need a copy.

The certificate does not expire, so there are no Udyam registration fees for renewal, because there is no renewal to pay for.

If your details change, you update the record through the portal login, and the portal lists no fee for updates. You can download your Udyam certificate again at any time at no cost.

How to spot look-alike sites that charge for Udyam registration

Because there are no MSME registration charges on the official portal, any website that asks you to pay for it is not the official one.

The official portal's own banner says to "Beware of Fake Sites", states that Udyam registration is free of cost, and warns that no other website, portal or app is official.

The Udyam Registration Portal (udyamregistration.gov.in) is the only official site. It is free of cost and paperless, and no other website, app, agency or person is authorised to register MSMEs on your behalf.

A fake can appear above the real portal in your search results, so check the web address and never pay a fee.

Signs a site is not the official portal

Check the web address before you enter anything. The official portal is udyamregistration.gov.in, which ends in .gov.in. Watch for these signs of a paid look-alike:

  • The address is not .gov.in: look-alikes often use .org or .com addresses.
  • It asks for payment: you never pay to register or to download your certificate.
  • It charges a "registration fee" or "processing fee": the government charges neither.
  • It promises renewal or a validity period: Udyam never expires, so there is nothing to renew.

What to do if you have already paid

If you have paid a site or agent, your registration is still genuine as long as it shows up on the portal's Verify Udyam Registration page.

Ask the provider for a refund of their fee, and report the site through the "For complaints" link on the official portal.

Keep any receipt or email from the provider, as you may need it to request the refund or to show your bank. Do not expect the government to refund a private agent's charge.

Where Xflow fits for an MSME receiving export payments

Your Udyam registration is separate from how you get paid from abroad. It is not required to apply for an Import Export Code or to receive export payments.

Still, if you export services or goods, you need a clean way to collect foreign money and document it for your records.

At Xflow, we handle cross-border payments for Indian exporters and freelancers who receive money from overseas customers.

We are authorised by the Reserve Bank of India as a cross-border Payment Aggregator (PA-CB), with final authorisation (the fully approved stage, past in-principle) as of February 2026.

We make an electronic FIRA, or eFIRA, available with every withdrawal at no extra cost. It is digital proof of an inward remittance that shows the sender's details, the exchange rate, the rupee equivalent and the purpose code.

Keeping each eFIRA with your invoices and your Udyam certificate gives you a tidy record for every export payment.
