How to Apply MSME Certificate in 2026: Free Online Route, No-PAN Option and Local Help

MSME certificate done? Get paid globally

Receive payments from clients abroad at the mid-market rate, with an eFIRA on every withdrawal.

You apply for an MSME certificate free on udyamregistration.gov.in, using an Aadhaar OTP and your PAN, in one online form. If you have no PAN or GST, or cannot do it online, there are free offline routes too.

MSME certificate apply online: key takeaways

  • The government charges no fee, and the Udyam portal states that no private website, agency or person is authorised to do MSME registration.
  • Online, the only IDs you need are Aadhaar and PAN, plus a GSTIN if GST law already requires one for your business; no documents are uploaded.
  • A business with no PAN or GST can still get a Udyam Assist Certificate through a bank, NBFC or microfinance lender it already deals with.
  • District Industries Centres and Champions Control Rooms help free of charge, and accept a voter ID, passport or similar ID if you have no Aadhaar.
  • Your Udyam number appears as soon as you submit, and the e-certificate is generally issued online within 2 to 3 days when PAN and GST details are used.

How to Apply MSME Certificate Online, Step by Step

You apply online by verifying Aadhaar, verifying PAN, filling in four short screens of business details and confirming with a final OTP. If you are still deciding whether to register at all, weigh what registration gets you first.

Otherwise, gather the details below so you do not get stuck halfway.

Have these ready

  • Aadhaar: the number of the proprietor, managing partner, karta or authorised signatory, and the phone linked to it for the OTP.
  • PAN: of the business, or your own PAN if you run it as a sole proprietor.
  • GSTIN: only if your business is already registered under GST.
  • Figures: the written down value of machinery or equipment and last year's turnover, from your ITR.
  • Bank: account number and IFS code, copied from a cheque or passbook.
  • Activity: a short description of what you make, sell or provide, so you can pick the NIC code.

The steps, screen by screen

  • Start: on udyamregistration.gov.in, click New Registration, the option for new entrepreneurs not yet registered as MSME.
  • Aadhaar Verification: enter the Aadhaar number and the name exactly as on Aadhaar, tick the consent box and click Validate & Generate OTP. Type the OTP sent to the Aadhaar-linked mobile.
  • PAN Verification: choose your type of organisation (proprietary, partnership, company, LLP and others), enter the PAN and click PAN Validate.
  • Returns: answer whether you filed last year's ITR. If you did, the portal fetches your investment and turnover; a new business answers No and enters its own figures.
  • GSTIN: answer "Do you have GSTIN?". Answer Yes only if you already hold one; the form then fetches your GST data.
  • Basic Details: confirm the enterprise name and add mobile, email, social category and gender. The mobile and email become your login, so use ones you will keep.
  • Official Address: enter the office address and PIN, then choose your District Industries Centre from the list.
  • Plant/Unit Details: name each unit, click Add Unit, fill in its address and click Add Plant. A service business with one office adds that office.
  • Other Details: enter the date of incorporation or start (it must be in the past), whether business has started, and the bank name, IFS code and account number.
  • Activity: pick Manufacturing or Services as the major activity, then the NIC code through the 2, 4 and 5-digit drop-downs or Search NIC Code in Lesser Steps. Click Add Activity for each extra line of work.
  • Staff and sign-ups: enter persons employed (male, female, others), and tick GeM, TReDS, NCS, NSIC B2B or Skill India only if you want them.
  • Submit: tick the declaration, click Submit & Get Final OTP and enter the OTP.

Worked example: a freelance software developer picks Services, then NIC division 62 (computer programming, consultancy and related activities), then the 4 and 5-digit codes that best describe the work.

The form has no Trading option. A trader picks Services, then the retail or wholesale trade NIC code for the goods sold. That code limits benefits to priority sector lending, but registration still helps a trader in other ways.

If a box on the form stumps you, check what to type in each field.

What you get, and when

Your Udyam Registration Number (URN), in the form UDYAM-XX-00-0000000, appears on screen when you submit. Note it down. There is no approval step after the final OTP.

The e-certificate is issued online. According to the Ministry's Champions FAQ, it generally takes 2 to 3 days when PAN and GST details are used.

To download it, open Print/Verify, choose Print Udyam Certificate, and log in with your Udyam number, registered mobile and an OTP. If you have lost the number or the OTP never arrives, try these login and OTP fixes.

The certificate never needs renewal. The portal pulls ITR and GST data from government systems on its own; you only update changes such as address, activity, bank or ownership through Update/Cancel Udyam Registration.

How Much Does an MSME Certificate Cost?

An MSME certificate costs nothing: the government charges no fee to apply, to update or to print it.

Search results and ads often show paid sites with names close to the official one. Signs you are on one:

  • It asks for payment, sometimes only at the checkout page.
  • It copies the portal's button wording but has a disclaimer saying it is not a government site.
  • It asks you to share your OTP.

The portal's Site Highlights page lists the official addresses: udyamregistration.gov.in, udyam.gov.in and msmeregistration.gov.in, plus udyamregistration.com, .in, .co.in, .biz, .org and .info. Any other address is private.

The Udyam portal itself says no private online or offline service, agency or person is authorised to do MSME registration. Only the portal and the government's Single Window Systems are.

Who Is Eligible for MSME?

SizeInvestment in plant and machineryTurnover
MicroUp to ₹2.5 croreUp to ₹10 crore
SmallUp to ₹25 croreUp to ₹100 crore
MediumUp to ₹125 croreUp to ₹500 crore

These limits apply from 1 April 2025. Export turnover is left out of the count. Retail and wholesale traders can register, but only for priority sector lending, and a business holds one registration for all its units and activities.

Getting paid from abroad: keep proof of every foreign payment. With Xflow, you can download an eFIRA (electronic Foreign Inward Remittance Advice) within 24 hours of every withdrawal, at no extra cost.

Who cannot register?

A Ministry of MSME order of 2017, updated in 2020 and 2021, leaves out activities under these NIC codes:

  • Farming (NIC 01): crop and animal production. Listed allied activities can still register: eggs, poultry hatcheries, bee-keeping, silk-worm rearing, irrigation equipment operation, animal-production support, post-harvest crop work, cotton ginning, tobacco leaf preparation and seed processing.
  • Forestry and fishing: forestry and logging (NIC 02), and fishing and aquaculture (NIC 03).
  • Households and foreign bodies: households as employers or producing for their own use (NIC 97 and 98), and extraterritorial organisations (NIC 99).

Every other activity that fits the limits can register.

Can You Apply Without PAN or GST?

Yes: you can apply without GST if the law does not require it for you, and a tiny business with neither PAN nor GST can use the Udyam Assist Platform.

MSME registration without GST

A GSTIN is needed only where GST law makes registration compulsory for your business. If you are below the threshold, apply online with PAN alone and answer No to "Do you have GSTIN?".

If the form then rejects your turnover, check whether GST registration is already compulsory for you. The usual limits are ₹20 lakh for service businesses and ₹40 lakh for goods-only sellers in most states.

Without PAN or GST: Udyam Assist registration

The Udyam Assist Platform is for informal micro enterprises that are outside GST and income tax. You cannot register yourself on it. A Designated Agency, meaning a scheduled commercial bank, NBFC or microfinance institution, registers you instead.

  • Visit a bank, NBFC or microfinance institution you are already a customer of, or its banking correspondent.
  • Say: "Please register my business on the Udyam Assist Platform as a Designated Agency."
  • Confirm the consent request that comes to your mobile when they share your details with the platform.
  • They upload the information they already hold; you share no documents.
  • To download it yourself, open udyamassist.gov.in and go to Print / Verify, then Print Udyam Certificate. Enter your UDYAM-I number and complete the mobile OTP and the Aadhaar or Voter ID check.

If the lender says it does not offer this, ask your DIC or the Champions helpline for an agency that does.

The number starts with UDYAM-I. Note the limit: the certificate counts as a micro enterprise only for priority sector lending, not for other MSME benefits. Once you get a PAN or GSTIN, you can move to the main Udyam portal.

Where Can You Get Free Help to Apply in Person?

District Industries Centres and the Ministry's Champions Control Rooms, which include the MSME-DFO offices, act as free help desks for Udyam registration. Notification S.O. 2119(E) calls them Single Window Systems.

They help anyone who cannot file online, including people without Aadhaar. In that case, take one of these:

  • an Aadhaar enrolment slip or a copy of the enrolment request
  • a bank photo passbook
  • a Voter ID card
  • a passport or a driving licence

Also carry your PAN, bank details and a rough figure for investment and turnover. Ask the desk to help you file a Udyam registration; there is no charge.

To find your DIC, search your state industries department's site for the district list, or ask the Champions helpline (champions@gov.in, +91 8308809334) which office covers your area.

Worked example: MSME registration in Tamil Nadu

Tamil Nadu has a District Industries Centre in every district, each headed by a General Manager. The state's MSME Department tells Udyam applicants to contact their nearest DIC.

Anyone in Tamil Nadu working out how to apply MSME certificate with help in person can start at the district DIC. Office contacts change, so confirm the number on the official page before you visit.

In other states, the nearest MSME-DFO is listed on dcmsme.gov.in.

What Is the 45 Days MSME Rule?

The 45 days MSME payment rule says a buyer must pay a registered micro or small supplier by the agreed date, and within 45 days of accepting the supply.

  • No agreed term: the buyer must pay within 15 days of acceptance. The Act calls the day after those 15 days the appointed day.
  • Deemed acceptance: if the buyer raises no written objection within 15 days of delivery, the supply counts as accepted.
  • Late payment: the buyer owes compound interest with monthly rests at three times the RBI bank rate. That is 17.25% a year at the 5.75% Bank Rate set in October 2026.
  • Tax: a buyer that pays late can claim the expense only in the year it pays. This was section 43B(h) and is now section 37(2)(g) of the Income-tax Act, 2025.

The rule protects micro and small enterprises registered on Udyam, for supplies made after registration. It does not cover medium enterprises, traders, or units with only a Udyam Assist Certificate, which counts for priority sector lending only.

Since S.O. 3507(E) of 30 June 2026, central public sector enterprises must settle MSME supplier invoices through TReDS; the supplier chooses whether to discount them.

If you sell to companies, it helps to know what the buyer must report, including MSME Form 1.

How to use it from day one

Put the terms on every invoice and purchase order once you have your Udyam number. If you already use net payment terms, keep them at 45 days or less. A clause you can copy:

Payment due within [30] days of acceptance, and in any case within 45 days, under section 15 of the MSMED Act, 2006. Late payment attracts compound interest at three times the RBI bank rate under section 16. Udyam Registration Number: [UDYAM-XX-00-0000000].

If a buyer still pays late, register as a micro or small enterprise on the MSME ODR Portal (odr.msme.gov.in) and file a claim with your invoices and proof of delivery.

It first offers online negotiation; if that fails, the case goes to the MSE Facilitation Council (MSEFC) for your state.

The rule does not reach overseas clients. If you export services, Xflow lets sole proprietorships and other Indian businesses receive international payments, and every international transaction gets an eFIRA within 24 hours.

Frequently asked questions

Yes. Anyone with Aadhaar, PAN and the business details can file it free on the official portal, with no CA or agent.

If someone helps you, the OTP still goes to your Aadhaar-linked mobile, so share it only with a DIC or Champions desk.

No, not for most businesses.

You need it to claim benefits such as the 45-day payment rule and collateral-free bank loans up to ₹20 lakh sanctioned or renewed from 1 April 2026. The MSMED (Amendment) Act, 2026, signed in August 2026 and being brought into force in stages from October 2026, makes it free and voluntary for every MSME.

Yes. The form asks whether production or business has started, with a Yes or No option. A new business enters its investment on a self-declaration basis until the 31 March after it files its first ITR.

Your category changes on the portal from the ITR and GST data it pulls in; you do not apply again. You move up if you cross either limit, and down only when you fall below both.

On moving up, you keep the non-tax benefits of your old category for three years.

Yes, through the UAM migration button on the Udyam portal, not New Registration. Old Udyog Aadhaar registrations stopped being valid after 30 June 2022.

No. One business holds one Udyam registration. Log in, update your registration and add the new location under Plant/Unit Details instead.

It helps. RBI's KYC rules list the Udyam Registration Certificate as one proof of business for a proprietorship, and the bank asks for any two.
