The Udyam Assist Platform (UAP) is a government portal that gives informal micro businesses a formal certificate even when they have no PAN or GSTIN. The Ministry of MSME launched it on 11 January 2023, with SIDBI as the implementing agency, and Gazette S.O. 1296(E) of 20 March 2023 put its certificate at par with Udyam for bank lending.
Its purpose is to bring the smallest businesses, such as street vendors and home units, into formal records.
You do not register yourself; a Designated Agency, such as your bank or NBFC, registers you and you get a Udyam Assist Certificate.
Read on for what the certificate gives you, who qualifies, how an agency registers you and what it means for bank loans.
You will also see how to move up to full Udyam once the business gets a PAN or GSTIN.
Key features and benefits of the Udyam Assist Platform
The Udyam Assist Platform is built so that a business with no tax papers can still get a recognised identity. These are the main features confirmed on the official portal and in the RBI circular.
- Registration through an agency: A Designated Agency enters your details on the platform after taking your consent, so the registration is done for you.
- No documents to upload: The official FAQ says the business does not share documents on the platform; the agency uploads the data it holds.
- A Udyam-I certificate: The certificate carries a number in the Udyam-I series and can be downloaded from the portal once it is issued.
- Loan benefit: Under RBI circular RBI/2023-24/27, a UAP certificate holder is treated as a Micro Enterprise for Priority Sector Lending, at par with a Udyam certificate.
- A route upwards: The platform links to the Udyam portal, so the business can move to regular Udyam once it has PAN or GSTIN.
Udyam Assist certificate vs Udyam registration
Both certificates prove that a business is a recognised enterprise, but they reach different people by different routes. The table sets the two side by side.
| Point | Udyam Assist certificate (UAP) | Udyam registration |
|---|---|---|
| Who it is for | Informal micro businesses with no PAN or GSTIN | Enterprises that hold PAN |
| How you register | Through a Designated Agency, such as a bank or NBFC | You register yourself on the Udyam portal |
| Documents | None shared by the business; the agency uploads its data | PAN, plus GSTIN where the business has one |
| Certificate number | Udyam-I series | Regular Udyam Registration Number |
| Category | Micro enterprise only | Micro, small or medium, based on investment and turnover |
| Priority sector lending | Treated as a micro enterprise, at par with a Udyam certificate | Counts under the enterprise's own category |
| Government scheme access | Check each scheme's own rules | Check each scheme's own rules |
In short, a Udyam Assist certificate is the entry route for businesses with no PAN, while Udyam registration is the full route for everyone who has the documents. The MSME registration overview covers the wider basics.
Who is eligible for the Udyam Assist Platform
An Informal Micro Enterprise (IME) is a very small business that cannot register on the Udyam portal because it has no PAN or GSTIN. The RBI circular says being exempt from filing GST returns is the only turnover test used on UAP.
In plain words, the platform is for the smallest units that sit outside the GST system. Units that may fit include:
- Street vendors and hawkers with no tax registrations.
- Home-based units, such as tailoring or food businesses run from a residence.
- Small artisans and service providers with no tax registrations yet.
How to register for Udyam Assist through a Designated Agency, step by step
You cannot sign up on the udyam assist portal on your own.
A Designated Agency registers you, and the official portal lists the types: scheduled commercial banks, regional rural banks, small finance banks, state co-operative banks, NBFCs including NBFC-MFIs, and certain microfinance institutions.
| Step | What you do | What happens |
|---|---|---|
| 1. Find an agency | Ask a bank or NBFC you deal with whether it registers businesses on UAP | The agency confirms it can act for you |
| 2. Give consent and details | Share the business details the agency asks for and give your consent | The agency reviews what you shared |
| 3. Agency registers you | The agency enters your business on the platform | Your business is recorded as an Informal Micro Enterprise |
| 4. Get the certificate | Collect or download the certificate | You hold a Udyam Assist Certificate with a Udyam-I number |
Keep a copy of the certificate safe, as lenders may ask for it. If you later move to regular Udyam, the Udyam certificate download guide shows how to get that certificate.
Moving from UAP to full Udyam after you get PAN or GSTIN
UAP is a starting point, not a ceiling. RBI notes that there is a link between UAP and the Udyam portal, so an Informal Micro Enterprise can move to regular Udyam once it has PAN or GSTIN.
The move makes sense once the business gets a PAN or registers for GST. Full Udyam places you in the right micro, small or medium category and may open wider access to MSME schemes.
To make the move, register on the Udyam portal with your new documents. The Udyam registration guide walks through the full process.
Does the Udyam Assist certificate cover loans and schemes
The clearest benefit is on bank loans. Under RBI circular RBI/2023-24/27 dated 9 May 2023, businesses holding a UAP certificate are treated as Micro Enterprises for Priority Sector Lending, at par with a Udyam certificate.
In practice, a loan a bank gives you can count towards its priority sector targets. That may make banks more willing to lend to small businesses, but it does not promise a loan; the bank still runs its own checks.
Scheme benefits are less clear. A UAP certificate is not confirmed to unlock the same schemes as full Udyam, so check each scheme's own rules before you apply.
Udyam Assist Platform numbers so far
Official figures show how fast the platform has grown. Each figure below carries the date it was published.
- 3.21 crore units on UAP as of March 2026: The Ministry of MSME reported this in a PIB release of 14 May 2026, against 4.72 crore on the Udyam portal.
- 4,46,44,804 registrations on 29 October 2026: This is the live count on the udyamassist.gov.in dashboard, and every one is a micro unit.
- 6,66,60,380 jobs reported on 29 October 2026: The same dashboard shows this employment figure for registered units.
The dashboard updates all the time, so check the portal for the latest count.
How Xflow helps once your Udyam business is paid from abroad

- Receiving accounts: Xflow Receiving Accounts let you collect from clients paying in USD, GBP, EUR, CAD, AUD, AED or SGD, with 25+ currencies and 140+ countries supported.
- Payouts to your bank: Money reaches your Indian bank account through AD-1 banks within 1 business day.
- Regulated set-up: Xflow Payments India Pvt. Ltd. holds final RBI authorisation as a Payment Aggregator-Cross Border (PA-CB), as of February 2026.
Is the Udyam Assist Platform right for your business
If your business has no PAN or GSTIN, the Udyam Assist Platform is the simplest way to get a recognised certificate and be treated as a micro enterprise for bank lending. Ask your bank or NBFC to register you.
Once you get a PAN or GSTIN, move to full Udyam for wider scheme access.
