ZED MSME certification is a quality and clean-production rating for Udyam-registered manufacturers, run by the Ministry of MSME under the Zero Defect Zero Effect scheme.
A unit is rated at one of three levels, Bronze, Silver or Gold, and a subsidy reduces the fee.
The scheme aims to help small manufacturers make products with fewer defects (Zero Defect) while keeping their harm to the environment low (Zero Effect).
The graded levels let a unit start small, fix gaps step by step and show buyers a recognised rating of how it works.
First come what the three levels mean and who can apply, so you know early whether ZED fits your unit.
The subsidy section then shows what you actually pay at each level, because the listed fee is not the real cost.
The portal steps show how to apply yourself without paying an agent, and the last sections cover the benefits, the checks to make before paying and where ZED stops helping, so you do not expect more from the rating than it gives.
What is ZED MSME certification
ZED certification rates how a manufacturing unit handles quality (Zero Defect) and its effect on the environment (Zero Effect).
Every unit starts by taking the ZED pledge on the portal, a formal commitment to those two ideas, and the pledge is mandatory before you can apply for any level.
The ZED rating you then earn is one of three levels, and the portal lists no others.
Bronze vs Silver vs Gold: how the ZED levels compare
Bronze, Silver and Gold differ mainly in fee, how your unit is checked and what follows after you are certified. The detailed scoring for each level sits in the official guidelines.
| Bronze | Silver | Gold | |
|---|---|---|---|
| Place in the scheme | Entry level | Middle level | Highest level |
| Listed fee | Rs 10,000 | Rs 40,000 | Rs 90,000 |
| After Rs 10,000 joining reward | Rs 0 | Rs 30,000 | Rs 80,000 |
| Subsidy on the rest | 80% micro, 60% small, 50% medium | 80% micro, 60% small, 50% medium | 80% micro, 60% small, 50% medium |
| How the unit is usually checked | Desktop review of documents and photos | Visit to the unit | Visit to the unit |
| After certification | No surveillance audit; upgrade or renew after it expires | Surveillance audit after 18 months | Surveillance audit after 18 months |
| Who it suits | A first rating at no cost after the reward | Units ready for a visit and a follow-up audit | Units ready to aim for the top rating |
A Bronze holder can later apply for a higher level. Certification is typically applied for unit by unit, so a firm with two factories should expect to apply twice.
Who is eligible for ZED certification
Two conditions decide whether you can apply. Your business needs a valid Udyam registration, and it needs to make things.
A unit without Udyam registration is not eligible, so if you have not registered yet, start with the guide to Udyam registration and come back once you hold the registration.
The second condition catches many small business owners. The scheme was built for manufacturing, and service businesses are not eligible at present, with a model for services still being worked on.
That rules out freelancers, consultants, software and IT service firms and other service-only MSMEs for now, even when they hold Udyam registration.
Your firm size matters too, because it sets your subsidy rate. Micro, small and medium are defined by investment and turnover under the official MSME classification limits.
ZED certification subsidies and incentives, with cost by level
The ZED certification fees on the portal are the starting point, not what you pay. Two things come off in order. First, the Rs 10,000 joining reward you receive on taking the pledge is deducted from the fee.
Then the subsidy for your firm size applies to what is left: up to 80% for micro firms, 60% for small firms and 50% for medium firms.
| Level | Listed fee | After Rs 10,000 joining reward | Micro firm pays (80% subsidy) | Small firm pays (60% subsidy) | Medium firm pays (50% subsidy) |
|---|---|---|---|---|---|
| Bronze | Rs 10,000 | Rs 0 | Rs 0 | Rs 0 | Rs 0 |
| Silver | Rs 40,000 | Rs 30,000 | Rs 6,000 | Rs 12,000 | Rs 15,000 |
| Gold | Rs 90,000 | Rs 80,000 | Rs 16,000 | Rs 32,000 | Rs 40,000 |
Take a small manufacturer applying for Silver. The fee is Rs 40,000, the joining reward brings it to Rs 30,000, and the 60% subsidy covers Rs 18,000 of that, leaving Rs 12,000 to pay.
For Bronze, the reward covers the whole fee, so the entry level costs nothing for any firm size.
Some owners get more help than the base rates:
- Women-owned MSMEs: The subsidy is 100% for women-owned units from 11 November 2023, so they pay nothing after the reward at any level.
- SC/ST-owned units and units in priority regions: The portal lists an extra 10% for SC/ST-owned units and for units in the North East, Himalayan, Left Wing Extremism-affected, island and aspirational districts.
- SFURTI and MSE-CDP members: The portal lists an extra 5% for units in these cluster schemes.
Beyond the fee, the scheme also offers support of up to 75% of testing and certification costs (capped at Rs 50,000), up to Rs 2 lakh for expert handholding and up to Rs 3 lakh for cleaner technology.
The subsidy is described as "up to" these rates, and the amounts above are worked from the portal's published fees. Confirm the figure shown in your portal account before you pay, since your exact amount is calculated there.
How to apply for ZED certification on the ZED portal, step by step
You can do the whole process yourself on zed.msme.gov.in, so you do not need an agent to register or apply. The steps below are the usual order.
| Step | What you do | What to have ready |
|---|---|---|
| 1. Register | Sign up on the ZED portal using your Udyam details | Udyam registration details |
| 2. Log in | Use the ZED MSME login on the portal to open your account | Your registered login details |
| 3. Take the ZED pledge | Accept the pledge in your account; the Rs 10,000 joining reward is credited | Nothing extra |
| 4. Choose a level and apply | Pick Bronze, Silver or Gold for the unit and fill in the application | Unit address and product details |
| 5. Submit documents and pay | Upload the self-declaration and photos, sign the compliance undertaking and pay your share of the fee | Typically PAN, Udyam proof, and photos of the unit, shop floor, product labelling and fire safety |
| 6. Assessment | An accredited assessment agency reviews your unit, typically by desktop review for Bronze and with a visit for Silver and Gold | Staff and records available on the day |
| 7. Close non-conformities | Fix any gaps the assessor raises within the given window and submit proof | Evidence of each fix |
| 8. Get the certificate | Download the certificate from your portal account once assessment is cleared | Nothing extra |
The document list varies by level and unit, so treat the right-hand column as a typical set rather than a full list.
Benefits of ZED certification for a small manufacturer
The main ZED certification benefits are practical ones you can see in your own unit and in how you present it to buyers.
- A recognised rating: You get a Ministry-backed rating of how your unit handles quality and environmental impact, which you can show to buyers who ask how you work.
- A clear checklist to improve against: The assessment and any non-conformities you close point out exactly where your processes fall short, which gives you a plan to fix them.
- A low-cost start: Bronze costs nothing after the joining reward, so you can test the process before spending on a higher level.
- Help with other costs: Support for testing, expert handholding and cleaner technology can lower what you spend on the improvements themselves.
Uptake is heavily weighted to the entry level. PIB figures to 7 July 2026 show about 9.49 lakh units registered, with about 6.67 lakh Bronze, 6,700 Silver and 4,800 Gold certifications.
What to settle before you pay for ZED certification, and what it does not give
A few points are worth settling before you commit money to a higher level.
- Use the joining reward in time: The Rs 10,000 reward is valid for 1 year after you take the pledge and can be used only once. Pledge when you are ready to apply, not months before.
- Plan for the 18-month audit: Silver and Gold units face a surveillance audit after 18 months, so the standards you reach for the assessment need to hold afterwards.
- Check the live fee: Fees and subsidy rates can be revised, so check the amount in your portal account rather than relying on an older figure.
- Know what it does not include: The portal lists no separate procurement or export incentive tied to the certificate itself. Treat it as a quality rating, not a promise of orders or tax relief.
How Xflow helps ZED-certified manufacturers get paid from abroad
Once your unit holds a ZED rating and starts selling goods to overseas buyers, the next practical question is how the export payment reaches your bank in India.
Xflow, a cross-border payments platform, helps Indian exporters receive international payments into their Indian bank account.
- Receiving accounts for overseas buyers: Buyers can pay in 25+ currencies, including USD, GBP, EUR, CAD, AUD, AED and SGD, with local payment methods for USD, EUR, GBP and CAD.
- Payout to your Indian bank: Funds are converted and paid out in INR to your bank account, with withdrawals within 1 business day.
- eFIRA for every withdrawal: Xflow users can download a copy of their eFIRA within 24 hours of each withdrawal at no extra cost, which helps with export paperwork.
Is ZED certification worth it for your unit
For most Udyam-registered manufacturers, Bronze is worth taking because the joining reward covers the full fee.
Silver and Gold make sense when you are ready for a visit and an 18-month audit, and the subsidy keeps your share well below the listed fee.
Service businesses should look at other MSME schemes, since ZED is not open to them yet.
